VETOES

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 913.

This bill allows the Criminal Injuries Compensation Board to
conduct a hearing within 30 days to supplement the record with
additional evidence on cases that were initially heard before a
single board member.

House Bill 1597, which was passed by the General Assembly
and signed by me on May 8, 1984, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 913.

AN ACT concerning

Criminal Injuries Compensation Board - Hearings
Before the Full Board

FOR the purpose of authorizing the Criminal Injuries Compensation
Board to order a hearing to supplement the record from the
hearing before a single member; authorizing the Board to
reverse the decision of a single member; and generally
relating to appeals of the decision of a single member to
the full Criminal Injuries Compensation Board.

BY repealing and reenacting, with amendments,

Article 26A - Criminal Injuries Compensation Act

Section 9

Annotated Code of Maryland

(1981 Replacement Volume and 1983 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 26A - Criminal Injuries Compensation Act

9.

(a) The claimant may, within thirty days after receipt of
the report of the Board member to whom his claim was assigned,
make an application in writing to the Board for consideration of
