WHICH THE STATE WILL SOLICIT PRIVATE DONATIONS.
(H) FOR TAXABLE YEARS 1984, 1985, AND 1986 ONLY IN ORDER
TO ENCOURAGE CITIZENS TO MAKE DONATIONS TO SUPPLEMENT THE
OPERATING BUDGETS OF STATE PROGRAMS, THE COMPTROLLER SHALL
INCLUDE IN THE MARYLAND INCOME TAX RETURN PACKET.
(1) A DESCRIPTION OF THE PROGRAM;
(2) A DONATION FORM WITH INSTRUCTIONS;
(3) A RETURN ENVELOPE FOR DONATIONS; AND
(4) ANY OTHER INFORMATION THAT THE COMPTROLLER
CONSIDERS APPROPRIATE.
(I) THE COMPTROLLER SHALL:
(1) DEDUCT ADMINISTRATIVE COSTS;
(2) ACCOUNT FOR ALL DONATIONS RECEIVED;
(3) DISTRIBUTE ALL DONATIONS FOR THE SELECTED
PROJECTS; AND
(4) USE THE DONATIONS FROM PERSONS WHO FAIL TO
DESIGNATE A DONEE TO OFFSET THE ADMINISTRATIVE COSTS OF THE STATE
DONATIONS PROGRAM.
(J) A DEPARTMENT OR AGENCY MAY NOT USE DONATIONS THAT THE
COMPTROLLER DISTRIBUTES FOR ANY STATE PROJECT TO SUPPLANT STATE
GENERAL FUNDS.
(K) THE COMMITTEE SHALL DESIGNATE AS THE FIRST PROJECTS
THAT WILL RECEIVE DONATIONS UNDER THIS SECTION.
(1) THE NONGAME AND ENDANGERED SPECIES OF WILDLIFE,
FISH, AND RARE WILD PLANTS PROJECT; AND
(2) THE CHESAPEAKE BAY INITIATIVES PROJECT.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1984. It shall remain effective for a period
of 3 years and at the end of June 30, 1987, and with no further
action required by the General Assembly, this Act shall be
abrogated and of no further force and effect.
