(II) IF DONE BY CONTRACT, THE MANNER OF LETTING
THE CONTRACT.
(C) (1) NOTWITHSTANDING ANY OTHER PROVISION OF LAW, IN
CECIL COUNTY A PARTICULAR CONTRACTOR MAY NOT BE AWARDED, DURING
ANY 2-MONTH PERIOD, MORE THAN A TOTAL OF $10,000 WORTH OF
CONTRACTS WHICH ARE NOT COMPETITIVELY BID.
(2) THE LIMITATION ESTABLISHED BY THIS SUBSECTION
DOES NOT APPLY TO EMERGENCY CONTRACTS.
(D) (1) THE COUNTY COMMISSIONERS OF CECIL COUNTY MAY NOT
ENTER INTO ANY CONTRACT FOR THE CONSTRUCTION OR REPAIR OF ANY
BRIDGE OR ROAD OR THE PURCHASE OR LEASE OF ANY ROAD OR
CONSTRUCTION EQUIPMENT OR MACHINERY EXCEPT IN ACCORDANCE WITH THE
PROVISIONS OF THIS SECTION.
(2) A CONTRACT THAT IS ENTERED INTO IN VIOLATION OF
THE PROVISIONS OF SUBSECTION (A) OF THIS SECTION IS VOID, UNLESS:
(I) IT IS DETERMINED IN A SUBSEQUENT JUDICIAL
REVIEW THAT GOOD FAITH HAS BEEN SHOWN BY ALL PARTIES; AND
(II) THERE HAS BEEN SUBSTANTIAL COMPLIANCE WITH
THE PROVISIONS OF SUBSECTION (A) OF THIS SECTION.
(D) (1) IT IS A VIOLATION OF THIS SECTION FOR ANY COUNTY
COMMISSIONER OR CONTRACTOR TO ENTER INTO, APPROVE, OR OTHERWISE
PARTICIPATE IN THE MAKING OF A CONTRACT THAT IS FORMED IN
VIOLATION OF ANY PROVISION OF THIS SECTION.
(2) A VIOLATION OF THIS SECTION IS A MISDEMEANOR
PUNISHABLE BY A FINE OF NOT MORE THAN $1,000.

(A) ANY EXPENDITURE MADE UNDER THIS SECTION IS SUBJECT TO
THE PROVISIONS OF SECTION 37A OF ARTICLE 25 OF THE ANNOTATED CODE
OF MARYLAND.
(B) For the purpose of the supervision of the public roads
and bridges in Cecil County, each county commissioner shall have
control and jurisdiction over the commissioner district for which
he is elected, subject to the following regulations and
restrictions:
(1) He shall be limited in his expenditures on the
roads and bridges in any 1 year in his commissioner district to
one-third of the amount levied for roads and bridges in the
county; said levy shall not exceed thirty-five cents on the one
