enhancement of historically black
institutions in accordance with
the Plan to Assure Equal
Postsecondary Educational
Opportunity developed by the
State Board for Higher Education.
Implementation of this plan is
needed to correct deficiencies at
the institutions and to meet
requirements being negotiated
with the U.S. Office of Civil
Rights/U.S. Department of
Education as a condition for
avoiding a cut-off of Federal
funding for higher education.
