(C) AFTER JULY 1, 1985 THE SECRETARY MAY MAKE GRANTS FROM
OR AGREEMENTS FOR THE USE OF DESIGNATED STATE FUNDS TO HELP
PUBLIC AGENCIES OR NONPROFIT ORGANIZATIONS ESTABLISH AND OPERATE
COMMUNITY BASED MENTAL HEALTH PROGRAMS TO PROVIDE COMMUNITY
RESIDENTIAL PLACEMENTS AND SUPPORT SERVICES FOR 250 INDIVIDUALS.

Article 15A - Budget and Fiscal Planning

7.

(A) {Any} EXCEPT AS OTHERWISE PROVIDED IN THIS SECTION FOR
MISCELLANEOUS REVENUES, ANY funds coming into the hands of any
department, board, commission, officer or institution of the
State, from sources not estimated or calculated upon in the
budget, and not dedicated by any act of Congress or the laws of
this State to some specific purpose or purposes, shall be
accounted for to the Comptroller, and paid into the treasury of
the State, and any such funds may be disbursed by the Treasurer
upon warrant of the Comptroller for necessary current operations
of said department, board, commission, officer and institution,
with the approval of the Governor.

(B) BEGINNING IN FISCAL YEAR 1986 AND EACH FISCAL YEAR
THEREAFTER, OF THE FUNDS RECEIVED AND DESIGNATED AS MISCELLANEOUS
REVENUES, OR ANY FUNDS NOT EXPRESSLY DEDICATED BY ANY ACT OF
CONGRESS OR THE LAWS OF THIS STATE TO SOME OTHER SPECIFIC
PURPOSE, $3,000,000 OF SUCH FUNDS SHALL BE:

(1) ACCOUNTED FOR TO THE COMPTROLLER AND PAID INTO
THE TREASURY OF THE STATE; AND

(2) DISBURSED BY THE TREASURER UPON WARRANT OF THE
COMPTROLLER TO THE DEPARTMENT OF HEALTH AND MENTAL HYGIENE FOR
PUBLIC AGENCIES OR NONPROFIT ORGANIZATIONS TO ESTABLISH AND
OPERATE COMMUNITY RESIDENTIAL PLACEMENTS AND PROVIDE COMMUNITY
SUPPORT SERVICES FOR 250 INDIVIDUALS.

Mental Health - Residential Placements of Individuals
with Mental Disorders

FOR the purpose of requiring the Director of the Mental Hygiene
Administration in the Department of Health and Mental
Hygiene to prepare a master plan to be updated annually by a
certain date, for residential placements and support
services for individuals who have a mental disorder;
defining a certain term; providing that, as funds are
provided by the Governor in the Budget, the Director of the
Mental Hygiene Administration shall implement the plan in a
manner which insures orderly transition of individuals.
