(VI) AN ADDITIONAL $6,000 FOR EACH ADDITIONAL
YEAR OF THE PROGRAM UNTIL ALL ADDITIONS REACH THE SUM OF $85,000
WHICH SUM SHALL BE THE TOTAL AMOUNT OF FUNDS WHICH MAY BE
EXPENDED IN ANY ONE YEAR; AND
(10) ESTABLISH ANY OTHER PROVISION FOR THE
ADMINISTRATION AND FUNDING OF A VOLUNTEER LENGTH OF SERVICE AWARD
PROGRAM.
(D) TO CARRY OUT THE PROVISIONS OF THIS SECTION, THE BOARD
OF COUNTY COMMISSIONERS SHALL ADOPT THE FOLLOWING PROVISIONS AS
PART OF THIS PROGRAM:
(1) ANY PERSON WHO HAS CERTIFIED CREDIT VOLUNTEER
SERVICE AFTER JANUARY 1, 1979 OR WHO DISCONTINUED ACTIVE
VOLUNTEER SERVICE PRIOR TO JANUARY 1, 1979 MAY RECEIVE CREDIT FOR
THIS SERVICE AFTER BEING CERTIFIED IN ACCORDANCE WITH THE
PROVISIONS OF THIS SECTION TO HAVE PERFORMED 5 YEARS OF ACTIVE
VOLUNTEER SERVICE AFTER JANUARY 1, 1979; AND
(2) ANY PERSON WHO HAS COMPLETED 25 YEARS OF
CERTIFIED VOLUNTEER SERVICE AND HAS NOT REACHED THE AGE OF 60 MAY
BE QUALIFIED AND WILL BE ELIGIBLE FOR BENEFITS UPON REACHING THE
AGE OF 60 IF THE PERSON IS CERTIFIED TO THE 25 YEARS OF QUALIFIED
SERVICE BEFORE JANUARY 1, 1984. AFTER JANUARY 1, 1984, A PERSON
WHO ACCUMULATES THE PROPER NUMBER OF POINTS NEEDED TO QUALIFY AND
CERTIFY FOR 25 YEARS OF SERVICE AND WHO FAILS TO REMAIN ACTIVE OR
MAINTAIN MEMBERSHIP IN A VOLUNTEER FIRE COMPANY WILL NOT
DISQUALIFY OR OTHERWISE BE RESTRICTED FROM RECEIVING BENEFITS AT
AGE 60.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1984.

Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 681.
This bill authorizes the County Commissioners of Cecil
County to issue general obligation bonds in the amount of
$2,000,000 to plan, construct and equip the Cecil County library.
