RESOLVED, That the Commission present its report to the
Governor and the General Assembly by July 31, 1985; and be it
further

RESOLVED, That the Commission be staffed by the Maryland
State Office on Aging, the Department of Fiscal Services, and the
Department of Budget and Fiscal Planning the Maryland State
Office on Aging work closely with the Commission and assist the

Commission in conducting the study and making its

recommendations; and be it further

RESOLVED, That copies of this Resolution be sent to the
Honorable Matthew L. Tayback Rosalie S. Abrams, State Director on
Aging, Room 1004, 301 West Preston Street, Baltimore, Maryland

21201, the Honorable Frank DeFrancis, Secretary of the

Department of Economic and Community Development, 2525 Riva Road
45 Calvert Street, Annapolis, Maryland 21401; and be it further

RESOLVED, That copies of this Resolution be forwarded to the
Honorable Harry Hughes, Governor of Maryland, the Honorable
Benjamin L. Cardin, Speaker of the House of Delegates, and the
Honorable Melvin A. Steinberg, President of the Senate of
Maryland.

(Senate Joint Resolution No. 28)

A Senate Joint Resolution concerning

State Employees' Health Care Coverage

FOR the purpose of requesting the Governor to direct the
Secretary of the Department of Personnel and the Health
Insurance Administrator to study the feasibility of
implementing a health insurance program which would provide
incentives to State employees to reduce their utilization of
health care services in order to lower the State's burden in
paying for health care insurance costs for its employees;
requesting the Legislative Policy Committee to direct the
report of the Secretary of the Department of Personnel to
the Budget Committees for their review and analysis; and
requesting the Budget Committees to study and recommend
appropriate action concerning a "stay well" program for
State employees.

WHEREAS, It is in the interest of the State of Maryland to
provide its employees with the best possible health care coverage
at the lowest possible cost; and
