WHEREAS, Many of the marshes originally found along the
Chesapeake Bay and its tributaries have been destroyed due to
dredging and filling; and
WHEREAS, The loss of marshland has contributed to the
decline of the ecological health of the Chesapeake Bay; and
WHEREAS, Additional marshland will help restore the
ecological health of the Bay; and
WHEREAS, The policy of the Department of Natural Resources
is to discourage the use of dredged material for marsh creation
in favor of upland disposal; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Secretary of Natural Resources, by September 1, 1984 is urged to
revise the current policy on dredged material placement to give
equal preference to the use of dredged material for marsh
creation or upland disposal if the grain size and proposed
location are suitable for marsh creation; and be it further
RESOLVED,. That the Secretary of Natural Resources should
specify the grain size distribution and the type of areas
suitable for marsh creation, including the provision that areas
used should be unvegetated by submerged aquatic vegetation or
marsh plants; and be it further
RESOLVED, That copies of this Resolution be forwarded to the
Honorable Harry Hughes, Governor of Maryland; the Honorable
Melvin A. Steinberg, President of the Senate of Maryland; the
Honorable Benjamin L. Cardin, Speaker of the House of Delegates
and; Dr. Torrey C. Brown, Secretary of the Department of Natural
Resources, Tawes State Office Building, Annapolis, Maryland
21401.

A Senate Joint Resolution concerning
Commission on The Study of Financing for Senior Citizen Housing
FOR the purpose of requesting the Governor to establish a
Maryland Housing Policy Commission to study and make
recommendations on how the State can develop a program for
financing construction and rehabilitation of housing for
senior citizens; and generally relating to establishing a
Commission on the study of Financing for Senior Citizen
Housing.
