RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor is requested to designate 1984 "The Year of the Forest"
to promote the State's forest resources, to support the
cooperative efforts of public agencies, private organizations,
and industry, and to expand public awareness of Maryland's
forests; and be it further

RESOLVED, That copies of this Resolution be sent to the
Honorable Harry Hughes, Governor of Maryland; the Honorable
Benjamin L. Cardin, Speaker of the House of Delegates; the
Honorable Melvin A. Steinberg, President of the Senate of
Maryland; the Maryland Congressional Delegation: Senators Charles
McC. Mathias, Jr. and Paul S. Sarbanes, Senate Office Building,
Washington, D.C. 20510; and Representatives Royden P. Dyson,
Clarence D. Long, Barbara A. Mikulski, Marjorie S. Holt, Steny H.
Hoyer, Beverly B. Byron, Parren J. Mitchell, and Michael D.
Barnes, House Office Building, Washington, D.C. 20515; and the
Secretary of Natural Resources, Dr. Torrey C. Brown, Tawes State
Office Building, Annapolis, Maryland 21401.

(Senate Joint Resolution No. 15)

A Senate Joint Resolution concerning

Law Enforcement Corps Feasibility Study

FOR the purpose of urging the Governor to request the National
Institute of Justice (NIJ) to include the State of Maryland
in a law enforcement corps feasibility study and to request
funding through NIJ established grants; and generally
relating to the law enforcement feasibility study in the
State.

WHEREAS, Law enforcement agencies nationally and on a
statewide basis have not grown in numbers commensurate with the
exploding rate of crime; and

WHEREAS, Only a fraction of the annual crime rate can be
reduced unless State and local law enforcement authorities are
vastly increased; and

WHEREAS, Police patrols to uphold community peace and order
are essential to the survival of many neighborhoods in the State;
and

WHEREAS, The National Institute of Justice has proposed
developing a scholarship program for individuals interested in
