WHEREAS, Appropriate education is essential for citizens to
understand the value of responsible management of the human
environment to current and future residents of the State; and
WHEREAS, The Maryland Department of Natural Resources has
recognized the urgent need for development of a comprehensive
program of environmental education in the State; and
WHEREAS, It is imperative that students in our schools
develop respect and appreciation for the environment; and
WHEREAS, All students in the State's elementary and high
schools should be exposed to information that defines both the
beneficial and detrimental influences people may have on the
environment; and
WHEREAS, All students graduating from high school in the
State should have developed an understanding and appreciation of
conserving resources and the environment; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the State
Department of Education is requested to conduct a 2-year study to
determine the most effective means of implementing an
environmental education program in the public schools of
Maryland; and be it further
RESOLVED RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the State Department of Education make recommendations for the
implementation of a program design and implement an environmental
education program for all public school students from
kindergarten through grade 12; and be it further
RESOLVED, That the State Department of Education coordinate
the program with other State agencies responsible for
environmental programs; and be it further
RESOLVED, That the Department present a preliminary report
to the Legislative Policy Committees Committee of the General
Assembly by July 1, 1985 and it's final report by July 31, 1986;
and, be it January 1, 1986 that reveals the Department's plan for
the implementation of enhancing the environmental education
program programs within the public school system; and be it
further
RESOLVED, That the Department's plan be fully implemented in
the public school system by the 1987 September school term
Department report to the Legislative Policy Committee of the
General Assembly by January 1, 1988 on the status of
environmental education programs in the public schools; and be it
further
RESOLVED, That copies of this Resolution be sent to: the
Honorable Harry Hughes, Governor of Maryland; the Honorable
Melvin A. Steinberg, President of the Senate of Maryland; the
Honorable Benjamin Cardin, Speaker of the House of Delegates; the
