FOR the purpose of protecting, restoring, and improving the water
quality of the Chesapeake Bay and other waters of the State
by increasing the State share of funding for the
construction of certain sewerage systems eligible for
financial assistance under the Federal Clean Water Act, by
authorizing full State financial assistance for the
construction of sewerage systems under certain
circumstances, by authorizing a pretreatment loan and loan
guarantee program for certain industrial users, by
authorizing a grant program to counties and municipalities
to reduce water pollution from storm water runoff in
existing urbanized areas, by authorizing grants to
governmental entities to reduce water pollution from
agriculturally related nonpoint sources, and eliminating a
certain recordation requirement in a certain cost share
program with landowners; authorizing the adoption of certain
rules and regulations to assist . in the administration of
State financial assistance programs authorized under this
Act; providing certain limitations on financial assistance
authorized under this Act including terms and conditions on
certain State grants., loans, and loan guarantees, maximum
dollar amounts of State assistance, and specifying the types
of costs eligible for coverage; altering the purposes of the
Sanitary Facilities Fund; defining certain terms; creating a
Water Pollution Control Fund for the administration of
certain programs as authorized by this Act and to be
financed by funds authorized by specific water quality loan
authorizations or by funds appropriated in the State budget;
and relating generally to State financial assistance
programs to control water pollution and improve water
quality.
