(10)  The Secretary of Natural Resources, subject to the
approval of the Board of Public Works, may make awards of
financial assistance for projects under the provisions of this
Act. The recommendation of the interdepartmental review group
shall be submitted to the Board of Public Works when it considers
the grant award request. The Secretary shall require the
execution of a grant agreement with a local jurisdiction for an
award of financial assistance for a project to assure compliance
with the purpose and conditions of the award, assure
accountability for funds, and assure satisfactory maintenance of
the proposed project.

(11)  There is hereby levied and imposed an annual State tax
on all assessable property in the State in rate and amount
sufficient to pay the principal of and interest on the bonds as
and when due until paid in full, such principal to be discharged
within fifteen years of the date of issue of the bonds.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect on June July 1, 1984, contingent upon the taking

effect of Chapter _____ of the Acts of 1984 (H.B. ___) (41r2442)

(H.B. 970), (S.B.___)(41r2441) (S.B. 664), and if Chapter

______ does not become effective, this Act shall be null and void

without the necessity of further action by the General Assembly.

(Senate Bill 660)

AN ACT concerning

Environmental Protection - Natural Resources -
Sediment Control Programs

FOR the purpose of authorizing, on or after a certain date, that
the Department of Natural Resources has sole responsibility
to enforce compliance with the State Sediment Control Law
and any sediment control plan approved by a soil
conservation district; providing that the Secretary of
Natural Resources shall delegate enforcement authority under
this Act to any county or municipality under certain
circumstances and for a certain period of time; providing
for a suspension of a delegation of enforcement authority
under certain circumstances; and generally relating to
sediment control program enforcement.

BY repealing and reenacting, with amendments,
