(2) In lieu of suspension or revocation of the [license]
CERTIFICATE of an insurance agent, the Commissioner may accept
for the first and second offenses a fine of not less than
[twenty-five dollars ($25)] $25 nor more than [five hundred
dollars ($500)] $500 from the insurance agent whose [license]
CERTIFICATE is subject to suspension or revocation under the
provisions of this article.

All policies of credit life insurance, credit health, and
involuntary unemployment benefit insurance shall be delivered or
issued for delivery in this State only by an insurer authorized
to do an insurance business therein and shall be issued only
through holders of QUALIFICATIONS licenses or authorizations
issued by the Commissioner.

436-0.

In addition to any other penalty provided by law, any
insurer or any other person who violates an order of the
Commissioner after it has become final, and while the order is in
effect, upon proof thereof to the satisfaction of the court,
shall forfeit and pay to the State of Maryland a sum not to
exceed $250.00 which may be recovered in a civil action, except
that if the violation is found to be willful, the amount of the
penalty shall be a sum not to exceed $1,000.00. The
Commissioner, in his discretion, may revoke or suspend the
license or certificate of authority OR QUALIFICATION of the
insurer or person guilty of such violation. The order for
suspension or revocation shall be upon notice and hearing and
shall be subject to judicial review as provided in § 436N of this
article.

470.

(a) A transportation ticket policy is any ticket policy of
health insurance sold at transportation stations, ticket offices,
or travel bureaus either by vending machines or by the employees
of railroads, steam lines, airlines and other organizations
engaged in transporting persons on common carriers, or by the
individuals or employees of persons engaged in selling
transportation on such common carriers, or by other [licensed]
QUALIFIED agents, having as its dominant feature the protection
of the insured from a transportation hazard.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1985.
