landowners. FOR THE PURPOSES OF THIS SUBTITLE, WALL-TO-WALL
CARPETING RETAINS ITS CHARACTER AS TANGIBLE PERSONAL PROPERTY
UPON INSTALLATION, WITHOUT REGARD TO THE PURPOSE, METHOD, OR
PERMANENCY OF ITS ANNEXATION.
SECTION 2. AND BE IT FURTHER ENACTED, That any vendor who
has paid sales or use tax prior to July 1, 1984 on wall-to-wall
carpeting that the vendor contracts to sell or, in the case of
transactions subject to the use tax, installs on or after July 1,
1984 may apply to the Comptroller for a refund of that tax within
3 years from the date of payment.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1984.

AN ACT concerning
Health Occupations - Boards
FOR the purpose of establishing a degree of uniformity among
certain boards regulating health occupations as to their
licensing and disciplinary functions; authorizing certain
boards to utilize probation as a disciplinary action under
certain circumstances; authorizing certain boards to impose
civil penalties not to exceed a certain amount and under
certain circumstances; authorizing certain boards to adopt
regulations setting standards for the imposition of civil
penalties; authorizing the issuance of subpoenas and the
administration of oaths in connection with investigations or
proceedings of certain boards; authorizing judicial
enforcement of administrative subpoenas and providing
certain penalties; granting civil immunity to certain
persons acting in good faith in connection with the
activities of certain boards; establishing certain
additional grounds for disciplinary action for certain
health professionals; allowing certain boards to set license
or certification reinstatement fees; and generally relating
to the licensing and disciplinary activities of certain
health occupations boards.
BY repealing and reenacting, with amendments,
