Ch. 770

(II) THAT GUARANTEES TO THE SATISFACTION OF THE
STATE SCHOLARSHIP BOARD THAT THE TEACHER WILL TEACH IN A MARYLAND
PUBLIC SCHOOL FOR AT LEAST 2 YEARS AFTER CERTIFICATION; AND

(III) THAT PROVIDES A BASIS FOR REPAYMENT IN
THE EVENT OF DEFAULT.

(E) THE STATE SCHOLARSHIP BOARD SHALL ADOPT REGULATIONS TO
IMPLEMENT THE PROVISIONS OF SUBSECTION (D) OF THIS SECTION.

(F) FUNDS FOR THE TUITION REIMBURSEMENT FOR TEACHERS
PROGRAM SHALL BE AS PROVIDED IN THE ANNUAL BUDGET OF THE STATE
SCHOLARSHIP BOARD BY THE GOVERNOR, AND:

(1) MAY NOT BE USED TO SUPPLANT FUNDS OF ANY OTHER
PROGRAM; AND

(2) MAY NOT EXCEED THE AMOUNT NECESSARY TO REIMBURSE
50 PERSONS A YEAR.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1984. It shall remain effective for a period
of 5 years and, at the end of June 30, 1989, and with no further
action required by the General Assembly, this Act and all
regulations adopted pursuant to this Act shall be abrogated and
of no further force and effect.

(House Bill 1092)

AN ACT concerning

Sales and Use Taxes - Wall-to-Wall Carpeting

FOR the purpose of providing that wall-to-wall carpeting retains
its character as tangible personal property upon
installation, without regard to the purpose, method, or
permanency of its annexation for purposes of the Retail
Sales Act and the Use Tax Act, and providing under certain
circumstances for refunds of tax to vendors who have
purchased the carpeting before the effective date of this
Act; and generally relating to sales and use taxes and
wall-to-wall carpeting.

BY repealing and reenacting, with amendments,
