the term of the second member shall expire on the first Monday in
April, 1987. All other appointments to the board shall be made
for 3-year terms.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act may not
be construed to extend or apply to the terms of office of the
members of the Harford County liquor control board in office on
the effective date of this Act, but the provisions of this Act
concerning the terms of office of the current members of the
Harford County liquor control board shall take effect at the next
following terms of office.
SECTION 4. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1984.

Energy Assistance and Weatherization Trust Fund
FOR the purpose of creating an Energy Assistance and
Weatherization Trust Fund; designating certain revenues and
money sources to be placed in the Trust Fund; designating
the Comptroller as responsible for managing the Trust Fund;
creating a Board of Trustees and prescribing the Board's
duties; prescribing the uses for which the Trust Fund may be
expended; and generally relating to an Energy Assistance and
Weatherization Trust Fund.

Preamble
WHEREAS, The United States Department of Energy has been
prosecuting oil companies for violations of petroleum pricing and
allocation regulations;
