354                                             LAWS OF MARYLAND                                     Ch. 81

SECTION 17. AND BE IT FURTHER ENACTED, That the Department
of Budget and Fiscal Planning shall:

a.  Revise Directive .02.02.17 to incorporate measures to
insure timely recovery of allowable indirect costs;

b.  Insure that recovery actions are in accordance with the
policy that the State recover the full cost of
implementing federal grant programs and performing
services under contract with the federal government; and

c.  Require that each department or agency having federal
funds in excess of $500,000 submit annually with its
budget request an indirect cost allocation plan that
identifies the agency or department indirect costs and
the methodology for allocating those costs against each
federal grant and any limitations on the amount of
administrative costs that can be charged to each federal
grant.

SECTION 18 AND BE IT FURTHER ENACTED, That the State Board
for Community Colleges is requested to undertake the collection
of information, by the most appropriate means, relating to the
income levels of participants in tuition waiver programs at the
community colleges. The State Board for Community Colleges shall
report the results of this effort to the General Assembly by
January 1, 1985.

SECTION 13 18 19. AND BE IT FURTHER ENACTED, That numerals
of this bill showing subtotals and totals are informative only
and are not actual appropriations. The actual appropriations are
in the numerals for individual items of appropriation. It is the
legislative intent that in subsequent printings of the bill the
numerals in subtotals and totals shall be administratively
corrected or adjusted for continuing purposes of information, in
order to be in arithmetic accord with the numerals in the
individual items.

SECTION 14 19 20. AND BE IT FURTHER ENACTED, That pursuant
to the provisions of Article III, Section 52(5a) of the
Constitution of Maryland, the following total of all proposed
appropriations and the total of all estimated revenues available
to pay the appropriations for the 1985 fiscal year is submitted:
