PLUS AN ADDITIONAL PENALTY NOT EXCEEDING $10,000 A DAY FOR EACH
DAY THAT THE VIOLATION CONTINUES UP TO A MAXIMUM OF $50,000, TO
BE RECOVERED BY THE STATE IN A CIVIL ACTION.
(O) (1) ANY SEWAGE TREATMENT PLANT WHOSE DESIGN CAPACITY IS
1,000,000 GALLONS PER DAY OR GREATER AND WHO, BY VIOLATING
APPLICABLE STATUTES, REGULATIONS, OR PERMIT CONDITIONS, CREATES A
NUISANCE OR OTHERWISE MAY ADVERSELY AFFECT THE PUBLIC HEALTH OR
ENVIRONMENT, IS LIABLE FOR AN ADMINISTRATIVE CIVIL PENALTY NOT TO
EXCEED $10,000 PER DAY.
(2) EACH DAY A VIOLATION CONSTITUTES A SEPARATE
VIOLATION UNDER THIS SUBSECTION.

(c) In Charles and St. Mary's counties, the provisions of
this section apply to the entrenching, storage, or transportation
of sludge emanating from a private, commercial, or municipal
waste water treatment plant not located in the respective county.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1984.

AN ACT concerning
Baltimore City Charter Amendment Charter Amendment---
Powers, Loans, Loans and Loan Guarantees Reports of
Loans, Loan Guarantees, and Loan Insurance Authorized by the
Mayor, City Council, or Board of Estimates of Baltimore City
FOR the purpose of adding a new section to Article II of the
Charter of Baltimore City, authorizing the Mayor and City
Council of Baltimore to make or contract to make loans to
any person or other legal entity for purposes of acquiring
and improving land and buildings or structures to be used
for or in connection with residential, industrial and
commercial purposes or any of these; authorizing the Mayor
and City Council of Baltimore to guarantee or insure
financial loans made by third parties to acquire and improve
land and buildings or structures to be used for or in
connection with residential, industrial and commercial
purposes or any of these; providing that any loan, loan
guarantee or loan insurance authorized by this section may
be financed by tax exempt obligations.
