and place as the commissioners shall prescribe.] The
commissioners shall have the power to subpoena and bring before
[it] THEM any person or documents, and to take the testimony of
any person under oath in the same manner as is prescribed in
judicial procedure in courts of this State in civil cases, with
the same fees and mileage as may be provided by law for civil
cases.
(B) (1) IN THIS SUBSECTION THE FOLLOWING WORDS HAVE THE
MEANINGS INDICATED.
(I) THE "CENTRAL REGION" INCLUDES BALTIMORE
COUNTY, BALTIMORE CITY, AND HOWARD COUNTY;
(II) THE "EASTERN SHORE REGION" INCLUDES
CAROLINE COUNTY, CECIL COUNTY, DORCHESTER COUNTY, HARFORD COUNTY,
KENT COUNTY, QUEEN ANNE'S COUNTY, SOMERSET COUNTY, TALBOT COUNTY,
WICOMICO COUNTY, AND WORCESTER COUNTY;
(III) THE "SOUTHERN REGION" INCLUDES ANNE
ARUNDEL COUNTY, CALVERT COUNTY, CHARLES COUNTY, AND ST. MARY'S
COUNTY;
(IV) THE "SUBURBAN WASHINGTON REGION" INCLUDES
PRINCE GEORGE'S COUNTY AND MONTGOMERY COUNTY; AND
(V) THE "WESTERN REGION" INCLUDES ALLEGANY
COUNTY, CARROLL COUNTY, FREDERICK COUNTY, GARRETT COUNTY, AND
WASHINGTON COUNTY.
(2) A HEARING HELD ON CHARGES UNDER SUBSECTION (A) OF
THIS SECTION SHALL MAY SHALL BE HELD IN A REGION ITEMIZED IN
PARAGRAPH (1) OF THIS SUBSECTION. THE COMMISSIONERS SHALL
PRESCRIBE THE TIME AND PLACE, INCLUDING REGION, OF THE HEARING
BASED ON ACCOMMODATING THE NEEDS OF:
(I) DISABLED WITNESSES;
(II) INDIGENT WITNESSES; OR
(III) A MAJORITY OF THE WITNESSES.
[(b)] (C) If the commissioners shall determine that any
licensee is guilty of any violation of any of the provisions of
this subtitle, the authority of the licensee to do business may
be revoked or suspended for such period of time as shall be
determined by the commissioners.
[(c)] (D) If the license is refused, the applicant may,
within 10 days from the date a notice of refusal is mailed,
request a hearing. Said hearing must be held within 30 days from
the date of the request, and the commissioners must render their
decision within 20 days following the hearing; but, whenever the
license of an applicant has been revoked or denied after hearing,
he shall not be eligible to apply for a license for six months
