SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1984.

AN ACT concerning
Public Assistance - Eligibility Verification -
Disclosure of Financial Records
FOR the purpose of requiring a fiduciary institution, its
officers, employees, agents, or directors doing business in
this State to disclose certain records to the Department of
Human Resources under certain circumstances; requiring
permitting the Department of Human Resources to request and
obtain from any fiduciary institution doing business in this
State certain records that the Department determines are
necessary to verify or confirm an individual's eligibility
or ineligibility for public assistance; requiring the
Department of Human Resources to adopt rules and regulations
governing certain procedures; permitting a fiduciary
institution to disclose certain financial records requested
in writing by the Department of Human Resources; providing
that certain restrictions governing information on certain
public assistance applicants or recipients do not prohibit
the Department of Human Resources from obtaining certain
records from a fiduciary institution; requiring the
Department of Human Resources to report certain information
to the General Assembly on or before a certain date; and
generally relating to disclosure of certain records of
public assistance applicants or recipients.
