(12) THE APPROPRIATE OPPORTUNITY AND PROCEDURE FOR A
CUSTOMER TO CONTEST A PROPOSED TERMINATION OF SERVICE;
(13) THE EXISTENCE OF OTHER CIRCUMSTANCES WHICH, ON
AN EMERGENCY BASIS, MIGHT JUSTIFY A PROHIBITION AGAINST OR A
LIMITATION UPON TERMINATIONS OF SERVICE; AND
(14) THE ECONOMIC IMPLICATIONS OF RESTRICTIONS UPON
TERMINATIONS OF SERVICE.
(C) IN THIS SECTION, "TERMINATION OF SERVICE" INCLUDES ANY
TERMINATION, REDUCTION, REFUSAL TO REINSTATE SERVICE, AND OTHER
ACTION THAT WOULD HAVE THE EFFECT OF REDUCING OR DENYING GAS OR
ELECTRIC SERVICE FOR NONPAYMENT.
(D) ON THE FIRST DAY OF EACH JUNE, THE COMMISSION SHALL
REPORT TO THE GENERAL ASSEMBLY, IN ACCORDANCE WITH THE PROVISIONS
OF § 2-1312 OF THE STATE GOVERNMENT ARTICLE, ON TERMINATIONS OF
SERVICE DURING THE PREVIOUS HEATING SEASON. THE REPORT SHALL
INCLUDE SUFFICIENT DETAIL TO INDICATE THE EFFECT OF SUCH
TERMINATIONS UPON VARIOUS CATEGORIES OF CUSTOMERS, INCLUDING
INCOME LEVELS, GEOGRAPHICAL AREAS, ENERGY ASSISTANCE RECIPIENTS,
AND OTHER CATEGORIES RELEVANT TO DETERMINING HOW THE STATE MAY
BEST ADDRESS THE PROBLEM OF ASSURING ADEQUATE GAS AND ELECTRIC
SERVICE FOR LOW INCOME CUSTOMERS.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1984.

AN ACT concerning
Susquehanna River Basin Commission - Revenue Bonds
FOR the purpose of amending the Susquehanna River Basin Compact
to eliminate a 6 percent ceiling on the interest which may
be charged on revenue bonds issued by the Susquehanna River
Basin Commission; authorizing the Commission to set an
interest rate at the time of issuance of its bonds; allowing
the Commission to determine the rate of interest of certain
bonds; generally relating to the elimination of provisions
of the Compact concerning a 6 percent ceiling on the
interest of certain bonds; and requiring certain actions
prior to this Act taking effect.
