The creation of Assistant

Secretaries and Deputy Assistant
Secretaries contemplated in the
initial draft of the budget added
extra layers of bureaucracy in
the Department of Employment and
Training that were not intended
by the General Assembly when the
Department was organized in 1983,

and are not justified.

Therefore, the General Assembly
has abolished a Deputy Assistant

Secretary position in this

program.

The intent of the abolition is not
to cause the firing of the
individual in the position, but

is____intended to reduce an

unnecessary level of bureaucracy.
If the Secretary believes that
the individual is a satisfactory
State employee, the Secretary
shall use a vacant position to
establish a Director position
(Grade XXI) for the individual
and return the person to his
previous level.
