(b) These provisions do not preclude the Mayor and City
Council of Baltimore from enacting legislation making it unlawful
or prohibitory to refuse, withhold from, or deny to any person
because of his race, creed, color, sex, age, physical or mental
handicap, or national origin any accomodations, advantages,
facilities or privileges of any place or places whose facilities,
accommodations, services, commodities or use are offered to or
enjoyed by the general public, either with or without charge.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1984.

AN ACT concerning
Baltimore City Charter Amendment -
Powers, Loans, Loan Guarantees
FOR the purpose of adding a new section to Article II of the
Charter of Baltimore City, authorizing the Mayor and City
Council of Baltimore to make or contract to make loans to
any person or other legal entity for purposes of acquiring
and improving land and buildings or structures or in
connection with the purchase or acquisition of certain
interests in land and property, and for or in connection
with the construction, erection, development,
rehabilitation, renovation, redevelopment or improvement of
buildings or structures, and any land necessary therefor, to
be used for or in connection with residential, industrial
and commercial purposes or any of these; authorizing the
Mayor and City Council of Baltimore to guarantee or insure
financial loans made by third parties to acquire and improve
land and buildings or structures to any person or other
legal entity to be used for or in connection with the
purchase or acquisition of certain interests in land and
property, and for or in connection with the construction,
erection, development, rehabilitation, renovation,
redevelopment or improvement of buildings or structures, and
any land necessary therefor, to be used for or in connection
with residential, industrial and commercial purposes or any
of these; providing that any loan, loan guarantee or loan
insurance authorized by this section may be financed by tax
exempt obligations.
FOR the purpose of implementing certain provisions of the State
Constitution with respect to the proceeds of certain
