admission, and withholding taxes have been paid to the
Comptroller of the Treasury of the State; a bulk transfer permit
is obtained if the stock of alcoholic beverages is to be
transferred whether by sale, gift, inheritance, assignment, or
otherwise, and irrespective of whether or not consideration is
paid; and the new location or assignee is approved as in the case
of an original application for such a license. Such transfer or
assignment when made shall be endorsed upon the license by the
official issuing the same, upon payment of a fee of $1 in
addition to the costs of publication and notice, which shall be
paid at the time of the filing of the application for the
transfer or sale. This section shall permit the transfer of
location and the assignment of license in the same application.
(2) A BOARD OF LICENSE COMMISSIONERS OF ANY COUNTY OR
BALTIMORE CITY MAY NOT PERMIT THE TRANSFER OF AN ALCOHOLIC
BEVERAGES LICENSE UNTIL THE TRANSFEROR HAS COMPLIED WITH THE BULK
TRANSFERS ACT, COMMERCIAL LAW ARTICLE, TITLE 6, AND HAS CERTIFIED
SUCH COMPLIANCE, BY AFFIDAVIT, TO THE BOARD.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1984.

AN ACT concerning
Assaults by Inmates - Sentencing
FOR the purpose of altering provisions of law that relate to the
imposition of sentence for assaults by inmates on
correctional employees by providing that the sentence be
consecutive to any sentence which was being served and which
remained to be served by the inmate at the time of the
assault, or any sentence which had been imposed but was not
yet being served at the time of sentencing on the assault;
and providing that a sentence for assault by an inmate may
not be suspended.
