Higher Education - Displaced Homemaker

FOR the purpose of allowing certain displaced homemakers to
attend classes at certain public institutions of higher
education in this State without paying certain charges;
defining a term; providing for funding for an educational
program for certain displaced homemakers; providing for the
allocation of positions in the program; providing for the
termination of the program; providing for the preparation of
a report on the program; and generally relating to higher
education in this State.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Education

16-205.

(D) (1) FOR PURPOSES OF THIS SUBSECTION, "DISPLACED
HOMEMAKER" IS AN INDIVIDUAL WHO:

(I)  IS OVER 35;

(II)  HAS WORKED FOR THE FAMILY IN THE FAMILY

HOME;

EMPLOYMENT; AND

(III)  IS NOT GAINFULLY EMPLOYED;

(IV)  HAS HAD, OR WOULD HAVE, DIFFICULTY FINDING

(V) 1. HAS DEPENDED ON THE INCOME OF A FAMILY
MEMBER AND HAS LOST THAT INCOME AS THE RESULT OF SEPARATION,
DIVORCE, OR THE DEATH OR DISABILITY OF THAT FAMILY MEMBER; OR

2. HAS DEPENDED ON GOVERNMENT ASSISTANCE
AS THE PARENT OF DEPENDENT CHILDREN AND IS NO LONGER ELIGIBLE FOR
SUCH ASSISTANCE .; AND

(VI)  HAS AN ANNUAL INCOME THAT DOES NOT EXCEED:

1. THE FEDERAL OFFICE OF MANAGEMENT AND
BUDGET POVERTY INCOME GUIDELINES; OR
