in the statement; requiring that the Board publish the
statement in a certain number of Cecil County newspapers;
permitting expenses to be payable only after a waiting
period, permitting a county taxpayer to appeal an expense
claim; providing for a hearing for that appeal; and
generally relating to monthly expense claims submitted to
the Board of County Commissioners of Cecil County.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 8 - Cecil County
1-29.
(A) The County Commissioners of Cecil County shall publish
all records of county expenses in their minutes, which shall be
made available for public inspection. IN ADDITION, THE BOARD OF
COUNTY COMMISSIONERS SHALL COMPILE AT THE END OF EACH MONTH A
DETAILED STATEMENT OF ACCOUNTS FOR ALL OF THE EXPENSE PAYMENTS
ABOVE $100 THAT WERE MADE DURING THAT MONTH. THE STATEMENT SHALL
INCLUDE THE DATE THE EXPENSE ITEM WAS INCURRED, THE NAME TO WHOM
THE EXPENSE PAYMENT WAS MADE PAYABLE, THE TOTAL AMOUNT OF THE
EXPENSE ITEM, AND AN IDENTIFICATION OF THE PARTICULAR ITEM OF
EXPENSE, AND THE IDENTIFICATION OF THE EXPENSE ACCOUNT. THE
BOARD SHALL PUBLISH, WITHIN 30 DAYS FROM THE DATE OF THE LAST DAY
OF THE PREVIOUS MONTH, THE STATEMENT IN A NEWSPAPER PUBLISHED IN
CECIL COUNTY.
(B) AN EXPENSE CLAIM MAY NOT BE REIMBURSED UNTIL 5 WORKING
DAYS AFTER RECEIPT OF THE CLAIM BY THE COUNTY TREASURER. ANY
TAXPAYER WHO DESIRES TO OBJECT TO THE PAYMENT OF ANY CLAIM SHALL
FILE A PROTEST IN WRITING WITH THE BOARD OF COUNTY COMMISSIONERS
BEFORE THE EXPIRATION OF THE 5 WORKING DAYS, SPECIFYING THE CLAIM
OBJECTED TO AND THE REASON FOR THE OBJECTION. ON THE FILING OF
THE OBJECTION THE BOARD OF COUNTY COMMISSIONERS SHALL SET THE
OBJECTION DOWN FOR HEARING AND NOTIFY ALL INTERESTED PARTIES OF
THE TIME AND PLACE OF THE HEARING. IF, AT THE HEARING, IT SHALL,
IN THE JUDGMENT OF THE BOARD, APPEAR THAT ANY CLAIM OBJECTED TO
IS NOT CORRECT OR JUST AND BONA FIDE, THE BOARD SHALL REJECT AND
REFUSE TO PAY THE CLAIM, OR ANY PART OF THE CLAIM FOUND TO BE
INCORRECT.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1984.
