SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

7-202.

(c) The Director shall be an individual who has
demonstrated competence in the fields of mental retardation [or]
AND developmental disabilities and their administration.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.

(House Bill 597)

AN ACT concerning

Frederick County - Tax Levy -
Contingency Fund

FOR the purpose of renaming the Frederick County emergency fund a
contingency fund; altering the amount of the county's tax
levy to be used for the contingency fund; altering the sum
of money the Board of Frederick County Commissioners may
borrow to pay interest on certain bonded indebtedness of the
county; and altering the sum of money the Board of Frederick
County Commissioners may borrow to pay general county debts
without asking for special legislative authorization.
