(b)  [(l)] The State Director shall devote his whole time to
the duties of his office, and shall serve as the administrative
head of the State Administration, responsible for the
appointment, under the provisions of Article 64A of this Code, of
all State Administration personnel. The State Director is
responsible for the organization and administration of the State
Administration and for the supervision of local departments, and
other agencies and institutions under the supervision of the
State Administration, subject to the rules and regulations
prescribed in accordance with law and to the State and federal
laws governing the administration of social services and public
assistance.

[(2) The State Board shall implement procedures by
which local boards are kept currently informed of State and other
local board activities in the area of social services.]

(c)  It shall be THE duty of the State Director to submit
the budget estimates for the State Administration to the
[Secretary of Employment and Social Services] SECRETARY OF HUMAN
RESOURCES.

(d)  The State Director may appoint such employees as a
proper performance of the duties of the State Department may
require, as provided from time to time in the budget. The
appointment and removal of all paid personnel under this article
shall be governed by the provisions of Article 64A of this Code.

Article 41 - Governor - Executive and Administrative

Departments

(A)  THERE SHALL BE A DEPARTMENT OF HUMAN RESOURCES ADVISORY
COUNCIL. THE COUNCIL SHALL CONSIST OF NO FEWER THAN 14 15 AND
NO MORE THAN 25 MEMBERS WHO SHALL BE APPOINTED BY THE SECRETARY
WITH THE APPROVAL OF THE GOVERNOR. THE SECRETARY SHALL APPOINT A
CHAIRPERSON. THE MEMBERS SHALL RECEIVE NO COMPENSATION, BUT SHALL
BE REIMBURSED FOR REASONABLE AND NECESSARY EXPENSES INCURRED
THROUGH THE PERFORMANCE OF THEIR OFFICIAL DUTIES, AS PROVIDED IN
THE BUDGET. OF THE MEMBERS INITIALLY APPOINTED, THE TERM OF
ONE-THIRD SHALL BE FOR 3 YEARS, ONE-THIRD SHALL BE FOR 2 YEARS,
AND THE REMAINDER SHALL BE FOR 1 YEAR. THEREAFTER, ALL
APPOINTMENTS SHALL BE FOR TERMS OF 3 YEARS. EACH TERM MAY BE
RENEWED ONCE. THE SECRETARY MAY REMOVE ANY MEMBER OF THE COUNCIL
FOR FAILURE TO ATTEND MEETINGS OF THE COUNCIL REGULARLY.

(B)  APPOINTMENTS SHALL INCLUDE LOCAL ELECTED OFFICIALS
MARYLAND CITIZENS WHO HAVE AN INTEREST IN THE PROGRAMS AND
POLICIES OF THE DEPARTMENT OF HUMAN RESOURCES, REPRESENTATIVES OF
PRIVATE CHARITABLE ORGANIZATIONS, AND REPRESENTATIVES FROM LOCAL
BOARDS OF SOCIAL SERVICES.

(C)  THE FUNCTION OF THE DEPARTMENT OF HUMAN RESOURCES
