CHAPTER 421

(House Bill 543)

AN ACT concerning

Department of Human Resources - Advisory Council

FOR the purpose of abolishing the Board of Social Services and
creating the Department of Human Resources Advisory Council;
establishing the composition, terms, and functions of the
Council; proving that the exercise of all authority, duties,
and functions vested in the Social Services Administration
and the State Director of Social Services shall be subject
to the Secretary of Human Resources; providing for the
appointment of the State Director of Social Services by the
Secretary of Human Resources; repealing certain obsolete
references; and generally relating to certain advisory
bodies for the Department of Human Resources.

BY repealing and reenacting, with amendments,

Article 88A - Social Services Administration

Section 1, 1A, and 2

Annotated Code of Maryland

(1979 Replacement Volume and 1983 Supplement)

By adding to

Article 41 - Governor - Executive and Administrative

Departments
Section 205D

Annotated Code of Maryland
(1982 Replacement Volume and 1983 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 88A - Social Services Administration

(a) There is hereby created and established a State
Administration, to be known as the "Social Services
Administration," hereinafter referred to as the "State
Administration" or as the "State Department." [There shall be a
"Board of Social Services," hereinafter referred to as the "State
Board," composed of nine members appointed by the Secretary of
Employment and Social Services, with the approval of the
Governor, one of whom shall be designated by the Secretary as
chairman. All members of the State Board shall hold office for
