government, 1 representative of the general public, 1 member of
the House of Delegates, and 1 member of the Senate shall be
appointed to 3-year terms; 1 representative of professional
sports, 1 representative of government, 1 member of the House of
Delegates, and 1 representative of the general public shall be
appointed to 2-year terms; and 1 representative of professional
sports, 1 representative of government, 1 representative of the
general public, and 1 member of the Senate shall be appointed to
1-year terms. Thereafter, each member shall serve a 3-year term
as specified in this Act.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1984.

AN ACT concerning
Creation of a State Debt - The Alice
Ferguson Foundation, Inc.
FOR the purpose of authorizing the creation of a State Debt in
the amount of $100,000, the proceeds to be used as a grant
to The Alice Ferguson Foundation, Inc., for the purpose of
the expansion, furnishing, equipping, reconstruction and
capital improvement of the Hard Bargain Farm Environmental
Center in Accokeek, Maryland, subject to the requirement
that the Alice Ferguson Foundation, Inc. provide at least an
equal and matching fund of a certain kind for the same
purpose by a certain date; and providing generally for the
issue and sale of bonds evidencing the loan.
Preamble
WHEREAS, The Hard Bargain Farm Environmental Center was
selected to represent the State of Maryland in the National
Search for Excellence in Science Education; and
WHEREAS, The Hard Bargain Farm Environmental Center was one
of 46 programs throughout the United States submitted for
recognition nationally as an exemplary science program in a
nonschool setting; and
WHEREAS, The Hard Bargain Farm Environmental Center is a
program that serves approximately 10,000 Maryland students from
throughout the State including Anne Arundel County, Baltimore
City, Baltimore County, Charles County, Howard County, Montgomery
County, and Prince George's County; and
