(2) The purpose of this section is to establish a
list of these units:

(i) to provide a central compilation of
information about these units; and

(ii) to promote cooperation and efficiency in
the State government.

(c)  On or before January 15 of each year, a registration
form shall be filed with the Department of Legislative Reference
for each unit that has not received a specific appropriation in
the State budget for that year.

(d)  (1) A registration form under this section shall:

(i) be in the form that the Department of
Legislative Reference requires; and

(ii) be filed, as appropriate, by:

1.   the Governor;

2.   the secretary of. a principal
department;

3.   the Commissioner of Higher Education;
or

4.   the head of another unit that is not
in a principal department.

(2) The registration shall:

(i) state the source of the unit's authority;

(ii) state the purpose of the unit;

(iii) generally describe the funding of the
unit;

(iv) state the name and term of each member of
the unit;

(v) state the number of meetings that the unit
held during the year before the registration is made; and

(vi) concisely describe the work of the unit
for that year.]

(a) (1) This subsection does not apply to the emergency
adoption of a regulation.
