(1)  THE TERM OF A MEMBER IS 4 YEARS.

(2)  AT THE END OF A TERM, A MEMBER CONTINUES TO SERVE
UNTIL A SUCCESSOR IS APPOINTED AND QUALIFIES.

(3)  A MEMBER WHO IS APPOINTED AFTER A TERM HAS BEGUN
SERVES ONLY FOR THE REST OF THE TERM AND UNTIL A SUCCESSOR IS
APPOINTED AND QUALIFIES.

REVISOR'S NOTE: Subsections (a), (b), and (c)(1) and (2) of
this section are new language derived without
substantive change from former Article 88A, § 114(1)
and § 116(c)(3), (4), and the second sentence of (2)
and the second, third, and -- except the first and
second clauses of that sentence -- the first sentence
of (b).

Subsection (c)(3) of this section is added as standard
language. It follows from the requirement that there
be staggered terms. An inherent aspect of staggered
terms is that they must begin and end at set
intervals.

5-542. SAME -- CHAIRMAN.

(A)  IN GENERAL.

FROM AMONG ITS MEMBERS, EACH LOCAL BOARD SHALL ELECT A
CHAIRMAN BY MAJORITY VOTE.

(B)  TERM.

THE TERM OF THE CHAIRMAN IS 4 YEARS.

REVISOR'S NOTE: This section is new language derived
without substantive change from the fifth sentence of
former Article 88A, § 116(b).

The former language "and may succeed himself" is
deleted as unnecessary.

5-543. SAME -- COMPENSATION; CONFIDENTIALITY.

(A) COMPENSATION.

A MEMBER OF A LOCAL BOARD MAY NOT RECEIVE COMPENSATION.

(B) CONFIDENTIALITY.
