1769

(A)  Before any plumbing, water works, or sewer construction
is done in any building or [upon] ON any private property within
any sub-district, the person, [the] firm, or corporation doing
the [same] WORK FIRST shall [first] obtain a permit from the
Commission and pay [therefore such reasonable sum as] A FEE SET
BY the Commission [may from time to time formulate], [and]
subject to [such inspection as it may deem] INSPECTIONS THAT THE
COMMISSION CONSIDERS necessary.

(B)  [No] A connection [of any kind shall] MAY NOT be made
with any water main or sewer constructed or maintained by the
Commission without a permit and under [such] conditions [as] SET
BY the Commission [may authorize]. [The County may, by] BY
ordinance, THE COMMISSION MAY transfer and delegate to the
District the powers and duties conferred on the Washington County
Health Officer by Sections 24-1 and 24-2 of this code [and,
upon]. UPON THE adoption of any such ordinance, all staff and
personnel of [said] THE Washington County Health Officer
responsible for enforcing [said] THE sections may be transferred
to the employ of the District.

(C)  In order to prevent waste of water, the Commission,
[or] its agents, or ITS employees [shall] have the right of entry
at reasonable hours to all buildings or premises connected with
the water systems or sewerage systems under its jurisdiction[,
and may, upon]. UPON presenting proper credentials from the
Commission, THE AGENTS AND EMPLOYEES MAY order and require [such]
changes in all plumbing, water works, or water or sewer
connections as [it may deem] IS necessary to eliminate leakage,
loss of water, or unnecessary or improper use of sewers.

(D)  The [said] Commission shall exercise control of the
water supply at all times[, and in]. IN case of a WATER shortage
[of water,] or if[, for any other reason,] the Commission[, in
the exercise of its discretion, should determine] DETERMINES that
the water supply should be conserved, [the consumers,] upon
notice from the [said] Commission, its agents, or ITS
employees[,] or upon notice published in [one] 1 newspaper
published in the County for [one] 1 insertion, CONSUMERS shall
comply with any order passed by [said] THE Commission to conserve
the water supply. Any violation of [said] THE order [shall be]
IS a misdemeanor punishable under Section 28-24 [of this
subtitle, and in]. IN addition to the penalty prescribed, the
Commission may turn off [said] THE water supply of any person
violating [said] THE order at any time without further notice.

(E)  [No] A private or semi-public water supply or sewerage
installation, intended for use of [two] 2 or more buildings or
premises, [shall] MAY NOT be constructed in any sub-district
without the person, firm, or corporation doing the work [having]
first [obtained] OBTAINING a permit from the Commission [and
paid] UPON PAYMENT OF a reasonable FEE. [charge therefor, and
such] THE plant [shall] MAY then be installed, maintained, and
operated under [such] rules and regulations [as] REQUIRED BY the
Commission [may require or devise].
