21-1. Marriages; solicitation unlawful.
[It shall be unlawful for any person or persons to] A PERSON
MAY NOT solicit any person or persons WHO ARE contemplating
matrimony[,] in, upon, or about any public buildings, street, or
highway of Washington County, for the purpose of either
performing the marriage ceremony himself or of bringing, taking,
or directing [said] THAT person or persons contemplating
matrimony to another person for the purpose of performing [said]
THE marriage ceremony. (1957 Code, sec. 497. 1943, ch. 840, sec.

21-2. Same; penalty.
[It shall be unlawful for any person or persons to] A PERSON
MAY NOT loiter in, upon, or about any public building or on any
street, pavement, or highway in [said] THE County for the purpose
of soliciting to perform the marriage ceremony of any person or
persons contemplating matrimony, or for the purpose of soliciting
to bring, take or direct [said] THAT person or persons WHO ARE
contemplating matrimony to another person or persons for the
performance of [said] THE ceremony of matrimony. [Any person or
persons violating] A PERSON WHO VIOLATES the provisions of this
subtitle [shall be] IS guilty of a misdemeanor and upon
conviction [thereof] shall be fined not less than [$10.00] $10
nor more than [$50.00] $50 for each offense, or not more than
[sixty (60)] 60 days in jail, or both. (1957 Code, sec. 498.

22-1. Sessions; salary.

22-1. Sessions; salary.
The sessions of the Orphans' Court of Washington County
shall be held on Tuesday and Friday of each week[,] from 10
[o'clock] a.m. until 3 [o'clock] p.m., and on [such] other days
as in the judgment of the Court the public business and

The County Commissioners [of said county] shall levy
annually AN AMOUNT [such sum as] THAT they [may] estimate will be
sufficient to pay the Judges of the Orphans' Court for the next
