owner, proprietor, or employee of any second-hand store in [said]
THE county [to] MAY NOT barter, purchase, exchange, buy or accept
from any person, [whatsoever,] except plumbers holding licenses
as such or the owner or owners of property or of buildings from
which the material is taken, any pipe, faucet, boilers, spigots,
coil, lead, solder, copper, alloys of metals or manufactures of
metals, tin plate, or any other like material whatever, or to
barter, purchase, exchange, buy, receive or accept any other
second-hand goods, wares, or merchandise of any kind or nature
whatever, without providing and keeping books, and making
[therein] IN THEM at the time of [such] THE purchase, exchange,
receiving or accepting the entries [hereinafter provided]
REQUIRED BY THIS SUBTITLE. (1957 Code, sec. 430. 1941, ch. 236,

17-2. Same; how kept.
Every owner of such junk shops and second-hand stores shall
provide and constantly keep a book[,] in which shall be [fairly]
written down in the English language, at the time of every
purchase of any such material, a description of all articles so
purchased, the name and residence of the person from whom [such]
THE purchase was made, and the day and the hour of [such] THE
purchase.[, and such] THE books [shall] at all times SHALL be
open to the inspection of any [and every] member of the police
and detective forces of any municipality in [said] THE county and
to the sheriff and any constable. [Such] THE book or books
[must] SHALL be preserved for a period of at least [three] 3
years after the date of the last purchase or transaction recorded

17-3. Same; penalties.
Any person who [shall violate, or neglect, fail or refuse]
VIOLATES, NEGLECTS, FAILS, OR REFUSES to comply with any or all
of the provisions of Sections 17-1 and 17-2 shall for every
offense, upon conviction [before any court of competent
jurisdiction], be fined not less than [five] $5 nor more than
[one hundred dollars] $100, and in default of payment [thereof]
be imprisoned in jail for a period not exceeding [ninety] 90

(1) House Bill No. 651 of 1955 proposed to add sections
531, 532, 532A, and 533 to the 1930 Edition of the local code, to
regulate in Washington County the sale and distribution of milk
and bakery products manufactured outside the State or sold by
non-resident vendors. It was vetoed by the Governor. See 1955
Session Laws, p. 1319.
Ch. 394, 1937, added sections 533A and 533B to the 1930
Edition of the local code, providing for contributions by the
county to the Infant and Child Health Center. These sections were
