(e) Tax exemption. Any and all real and personal property
(both tangible and intangible) and any and all right, title and
interest [therein] IN THEM, gross receipts, gross or net income,
purchases, sales, franchises, licenses, operations, activities
and functions, owned, or controlled or received, or made, or
performed or carried on, by the authority shall be and remain
totally exempt from all taxes, assessments, charges and fees of
every kind, imposed, levied or made by the State of Maryland, any
OF ITS political [subdivision thereof] SUBDIVISIONS, or any
agency or instrumentality of any of them.
(f) Jurisdiction. The public transportation system
established under this section shall be under the jurisdiction of
the County Commissioners [of Washington County] and not under the
jurisdiction of the Public Service Commission of Maryland.

County Administrator
8-42. County Administrator.
(a) Appointment; salary; qualifications; bond. The County
Commissioners of Washington County [are hereby authorized and
directed to] SHALL appoint a County Administrator at a salary [to
be fixed] SET by the Commissioners. [He] THE COUNTY
ADMINISTRATOR shall be selected on the basis of his executive and
administrative abilities, including his knowledge and experience
in public administration and public affairs. He shall execute a
surety bond in favor of the [Board of] County Commissioners[,] in
[such] THE amount and with [such] THE corporate surety [as]
prescribed by the [Board] COMMISSIONERS and approved by the
county attorney, with the condition that he shall execute his
duties well and faithfully as required by law[; and the]. THE
premium for the bond shall be paid from county funds.
(b) General responsibility. (1) The administrator shall
devote his full time to the work of the county and he shall be
responsible to the [Board of] County Commissioners for the proper
administration of its affairs.
(2) [He] THE ADMINISTRATOR shall [at all times] be
held responsible for the proper discharge of his duties, but may
delegate to appropriate officers and employees [such] authority
[as he deems] necessary to carry out the duties of his office.
(c) Powers and duties. The County Administrator has the
following powers and duties:
(1) To be chief administrative officer of the county
and under the general supervision and control of the [Board of]
County Commissioners to be responsible for and handle the
day-to-day operations of the county government, all as more
particularly described in this section.
