Security costs.

26.01.05.02 Health Insurance Program

for State Employees

The State Comptroller is hereby
authorized to pay to the
Department of Personnel-Health
Insurance Program for State
Employees, funds appropriated in
various agency budgets for their
respective shares of Health
Insurance costs. Provided that
the Department of Personnel will
arrange for the competitive
selection of the Employee Health
Insurance Program and for the
awarding of a new contract
effective July 1, 1984. Provided
that the new State Employees
Health Insurance Program offer at
least two three significantly
different options of care. The
first option should be a high
option plan comparable to the
present employee health insurance
program which is in effect until
June 30, 1984. The second option
should be a full service plan
which offers vision, drug, basic
care and major medical with
deductibles and co-pays, with a
$1 million lifetime benefit under
the major medical program. The
second third option should be a
type which also offers a vision
and drug program and offers
employees a choice of providers,
both physicians and hospitals to
include physicians, hospitals,
and other licensed health care

providers. This second third

plan should include point of

service deductibles and

co-payments in order to reduce

cost of care provided to

employees. Further, provided

that both all three plans offered
should include cost containment
measures. These measures should
include, but not necessarily be
limited to the following: (1)

mandatory second surgical

opinion, (2) personal injury
protection plan, (3) admissions
