2-1. DEFINITIONS.

(A)  IN THIS TITLE THE FOLLOWING WORDS HAVE THE MEANINGS
INDICATED.

(B)  "AGENCY" MEANS AN AGENCY, DEPARTMENT, BOARD,
COMMISSION, SANITARY DISTRICT, BODY POLITIC AND CORPORATE, OR
OTHER GOVERNMENTAL OR QUASI-GOVERNMENTAL UNIT OF WASHINGTON
COUNTY.

(C)  "FIRM" MEANS A FIRM, PARTNERSHIP, OR CORPORATION
(PROFESSIONAL ASSOCIATION).

(D)  "PERSON" MEANS A PERSON, BUSINESS ORGANIZATION, OR ANY
OTHER LEGAL ENTITY.

(E)  "PROCEEDING" MEANS A PROCEEDING, NEGOTIATION, OR
SIMILAR MATTER.

[2-1] 2-2. Attorney representing agency.

(a)  Actions prohibited. An attorney who represents any
agency[, department, board, commission, sanitary district, body
politic and corporate, or other governmental or
quasi-governmental unit of Washington County,] or any member of
that attorney's firm[, partnership, or corporation (professional
association),] may not represent a person[, business organization
or any other legal entity,] in any proceeding], negotiations, or
any other matter] before or with [such] THE agency[, department,
board, commission, sanitary district, body politic and corporate,
or other governmental or quasi-governmental unit of Washington
County].

(b)  List of names. (1) Each agency[, department, board,
commission, sanitary district, body politic and corporate, or
other governmental or quasi-governmental unit of Washington
County] shall file with the Clerk of the County Commissioners the
names and addresses of any and all attorneys representing [such]
THE agencies.

(2) The Clerk shall maintain a   list of such names,

which shall be a matter of public record  and open to inspection

by the public during normal office hours.     (1974, ch. 824, sec.
