shall be utilized to purchase
commercial insurance for the
purpose of a limited waiver of
sovereign immunity for tort
claims under the provisions of
the Maryland Tort Claims Act
(Chapter 298 of Laws of 1981) and
that no other portion of this
appropriation may be expended
for insurance under Section
27(d) of Article 95; provided
that funds appropriated for the
purchase of insurance under
contract that are unspent from
fiscal years 1984 and 1985 shall
revert to the treasury rather
than be retained in the Insurance
Protection Trust Fund, provided
further that if there are
insufficient funds to purchase
insurance under contract,
