which added former Art. 76, § 8 to the Code for the
limited purpose of "defining the publications in which
legal notices and legal advertising shall be
inserted," except in 1 county. That exception was
repealed by Ch. 74, Acts of 1969.

Also in the introductory part of this section, the
phrase "unless otherwise provided" is added to note
generally that, e.g., the law that requires
publication may expressly define "newspaper" to have
another meaning.

In item (2) of this section, the former, broad
reference to "legal and general intelligence" is
deleted as unnecessary in light of the other examples.

In item (3) of this section, the former clause that
exempted newspapers published before June 1, 1941 from
the 6-month publication rule is deleted as obsolete.

(H) ANY APPROPRIATED FUNDS INVOLVED IN A TRANSFER OR
ASSIGNMENT UNDER THE PROVISIONS OF § 8-301 OF THE STATE
GOVERNMENT ARTICLE MAY BE TRANSFERRED BY APPROVED BUDGET
AMENDMENT.

of this section, which is derived without substantive
change from the sixth sentence of former Art. 41, §
15C(a).

14A. ADMINISTRATIVE ACTIONS.
(A) SCOPE OF SECTION.

(1)  EXCEPT AS PROVIDED IN PARAGRAPH (2) OF THIS
SUBSECTION, THIS SECTION APPLIES TO:

(I)  EACH UNIT OF THE STATE GOVERNMENT; AND

(II)  EACH UNIT THAT:

1.  IS CREATED BY GENERAL LAW; AND

2.  OPERATES IN 2 OR MORE COUNTIES.

(2)  THIS SECTION DOES NOT APPLY TO A BICOUNTY
COMMISSION THAT COUNTY GOVERNING BODIES APPOINT IF THOSE BODIES
ALSO REVIEW THE BUDGET OF THE COMMISSION.
