former section appeared to be obsolete. The Clerk
indicates that the Governor has not been asked to
affix the State seal to a copy recently and, after a
1-year period, the Clerk no longer has the original
bills, which are sent to the State Hall of Records
Commission. However, since the Governor may have the
seal only as required by law, the revision in
subsection (a)(1) of this section preserves the power
of the Governor to authenticate a copy of a law or
resolution.

In subsection (a)(3) of this section, the former
reference to the "Constitution" is deleted as
unnecessary in light of the broad reference "law".

In subsection (b) of this section, the reference to
the "Executive Branch of the State government" is
substituted for the former, ambiguous reference to
"his department".

BEND DEXTER COUNTERCHANGED AND THE 2ND AND 3RD, QUARTERLY, ARE
ARGENT AND GULES, A CROSS BOTTONY COUNTERSIGNED. THUS, THE 1ST
AND 4TH QUARTERS CONSIST OF 6 VERTICAL BARS ALTERNATELY GOLD AND
BLACK WITH A DIAGONAL BAND ON WHICH THE COLORS ARE REVERSED.
