(3) REVIEW, ON THE BASIS OF THE EVALUATION UNDER
ARTICLE 15A, § 20(B-3) OF THE CODE, EACH FEDERALLY FUNDED
PROJECT, PROGRAM, GRANT, CONTRACT, OR REIMBURSEMENT THAT IS
RECEIVED BY THE STATE AND THAT WILL REQUIRE AN APPROPRIATION FROM
THE GENERAL FUND IN FUTURE FISCAL YEARS.
(B) REPORT.
(1) SUBJECT TO § 2-1312 OF THIS TITLE, THE COMMITTEE
SHALL SUBMIT TO THE GENERAL ASSEMBLY AN ANNUAL REPORT THAT
INCLUDES THE RECOMMENDATION OF THE COMMITTEE ON:
(I) THE SUITABILITY OF EACH FEDERALLY FUNDED
ITEM; AND
(II) THE AMOUNT OF FUTURE APPROPRIATIONS FOR
THE FEDERALLY FUNDED ITEM.
(2) THE COMMITTEE MAY SEND ANY PART OF THE REPORT TO
THE LEGISLATIVE POLICY COMMITTEE.
REVISOR'S NOTE: This section is new language derived
without substantive change from former Art. 40, § 56A
and the first and third sentences of § 56.
The introductory language of subsection (a) of this
section, "[i]n addition to any duties set forth
elsewhere," is standard language added to clarify that
the enumerated duties are not exclusive.
Subsection (a)(1) and (2) of this section is revised
to give the broadest possible construction to the
first sentence of former Art. 40, § 56, which referred
to "all the functions of budget analysis ... and any
other problems, matters, or procedures covered by or
related to the provisions of this subtitle and the
several officers and employees engaged thereunder."
The former sentence could be read as a mere
enumeration of the functions of the various units in
the Department of Fiscal Services and, thus, would be
covered under subsection (a)(2) of this section alone.
As revised, however, the Committee has the duty to
study budget review and the other functions, apart
from its duties to oversee the Department of Fiscal
Services.
Subsection (b)(1) of this section is revised so that
the recommendations on federally funded items are
included in the annual report of the Committee.
As to subsection (a)(3) of this section, note that
Art. 15A, § 20(b-3) of the Code will be revised in the
State Finance and Procurement Article.
