(b) The Port Land Use Development Zone Advisory Council shall make an
initial report to the Governor and General Assembly by January 1, 1999, on its
recommendations for programs and activities that will further enhance development
in the Zone. Thereafter, by December 31 of each year the Advisory Council shall
submit an annual report of its activities during that calendar year, together with any
recommendations it desires to propose, to the Governor and the General Assembly.]
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2005.

AN ACT concerning
State Personnel - Maryland Tort Claims Act - Employees and Officials of
Maryland Automobile Insurance Fund
FOR the purpose of clarifying that employees of the Maryland Automobile Insurance
Fund are State personnel altering the definition of "State personnel" for
purposes of the Maryland Tort Claims Act to specifically include employees and
officials of the Maryland Automobile Insurance Fund; providing for the
construction of this Act; and altering a certain definition generally relating to
the Maryland Tort Claims Act.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - State Government
12-101.
(a) In this subtitle, unless the context clearly requires otherwise, "State
personnel" means:
(1) a State employee or official who is paid in whole or in part by the
Central Payroll Bureau in the Office of the Comptroller of the Treasury;
(2) an employee or official of the:
(i) Maryland Transportation Authority;
