STATE BOARD OF ELECTIONS
ANNAPOLIS, MARYLAND Pursuant to the provisions of Election Law Article, Section 11, Annotated Code
of Maryland, and the Code of Maryland Regulations, COMAR 33.08, I, Linda H.
Lamone, Administrator of the State Board of Elections, hereby certify that at the
November 2, 2004, General Election Chapter 390 of the Acts of the 2003 Maryland
General Assembly was submitted to the voters of Cecil County as follows: Question A Referendum by General Assembly Selection of Board of Education Members The members of the Cecil County Board of Education are currently appointed by
the Governor. This proposal would change the Education Code so that the members of
the Cecil County Board of Education would be elected by the voters. Please indicate
which method of selecting members of the Cecil County Board of Education you prefer.
It is hereby certified that at the election Chapter 390 received 26,278 votes cast
for a Board of Education elected by the voters of Cecil County and 3,991 votes cast for
a Board of Education appointed by the Governor. Therefore, future members of the
Board of Education in Cecil County will be elected by the voters of Cecil County. Linda H. Lamone, Administrator

Pursuant to the provisions of Election Law Article, Section 11, Annotated Code
of Maryland, and the Code of Maryland Regulations, COMAR 33.08, I, Linda H.
Lamone, Administrator of the State Board of Elections, hereby certify that at the
November 2, 2004, General Election Chapter 417 of the Acts of the 2003 Maryland
General Assembly was submitted to the voters of Carroll County as follows: Question A Referendum by General Assembly Election of the Board of County Commissioners Proposing that the Board of Carroll County Commissioners be expanded from 3
members to 5 members and that the 5 members each be elected from commissioner
districts instead of at large. Providing for the establishment of a Commission
Redistricting Committee, appointed by the County Commissioners, to make certain
recommendations to the Carroll County Legislative Delegation to the General
Assembly.
It is hereby certified that at the election Chapter 417 received 54,438 votes cast
for the adoption and 9,592 votes cast against the adoption. Therefore, Chapter 417
has been approved by the voters.
