(3) If an individual does not elect membership during the applicable
period specified under paragraph (1) of this subsection, the individual may not
become a member of the Law Enforcement Officers' Pension System. SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect

Annapolis, MD 21401 Dear Mr. Speaker: In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 954 - Baltimore City - General Powers - Special Tax Districts. This bill alters the purposes for which the proceeds shall be applied of specified bonds
issued by the Mayor and City Council of Baltimore City under specified provisions of
law and authorizes specified special tax districts for the improvement of specified
areas in Baltimore City, to include buildings that are abandoned property or
distressed property, or that will provide units of affordable housing. Senate Bill 765, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 954. Very truly yours,
