The Honorable Michael E. Busch
Speaker of the House
State House
Annapolis, MD 21401
Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 954 - Baltimore City - General Powers - Special Tax Districts.
This bill alters the purposes for which the proceeds shall be applied of specified bonds
issued by the Mayor and City Council of Baltimore City under specified provisions of
law and authorizes specified special tax districts for the improvement of specified
areas in Baltimore City, to include buildings that are abandoned property or
distressed property, or that will provide units of affordable housing.
Senate Bill 765, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 954.
Very truly yours,
Robert L. Ehrlich, Jr.
Governor
House Bill No. 954
AN ACT concerning
Baltimore City - General Powers - Special Tax Districts

certain bonds issued by the Mayor and City Council of Baltimore City under
certain provisions authorizing certain special tax districts for the improvement
of certain areas in Baltimore City; defining certain terms; making a technical
change; and generally relating to special tax districts in Baltimore City.
BY repealing and reenacting, without amendments,
The Public Local Laws of Baltimore City
Section 21-17(a)
Article 4 - Public Local Laws of Maryland
(1979 Edition and 1997 Supplement and 2000 Supplement, as amended)
- 4310 -
