(D) (1) THE DEPARTMENT SHALL PROVIDE TO A LOCAL THE BALTIMORE
CITY HEALTH DEPARTMENT, ON A WRITTEN REQUEST, INFORMATION CONCERNING
A CHILD VICTIM OF A CRIME OF VIOLENCE, AS DEFINED IN § 14-101 OF THE CRIMINAL
LAW ARTICLE, WHO IS A CHILD RESIDING IN BALTIMORE CITY. (2)      THE LOCAL BALTIMORE CITY HEALTH DEPARTMENT: (I)      SHALL KEEP CONFIDENTIAL ANY INFORMATION PROVIDED
UNDER PARAGRAPH (1) OF THIS SUBSECTION; AND (II)     MAY USE THE INFORMATION SOLELY TO DEVELOP
APPROPRIATE PROGRAMS AND POLICIES AIMED AT REDUCING VIOLENCE AGAINST
CHILDREN IN BALTIMORE CITY; AND (III)   SHALL BE LIABLE FOR THE UNAUTHORIZED RELEASE OF ANY
INFORMATION PROVIDED UNDER PARAGRAPH (1) OF THIS SUBSECTION.
(3)      WITHIN 180 DAYS AFTER THE BALTIMORE CITY HEALTH
DEPARTMENT RECEIVES INFORMATION UNDER THIS SUBSECTION, THE BALTIMORE
CITY HEALTH DEPARTMENT SHALL SUBMIT A REPORT TO THE DEPARTMENT
DETAILING THE PURPOSES FOR WHICH THE RECORD WAS USED. SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 2005. It shall remain effective for a period of 3 years and, at the end
of September 30, 2008, with no further action required by the General Assembly, this
Act shall be abrogated and of no further force and effect.

Annapolis, MD 21401 Dear Mr. Speaker: In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 921 — Real Property - Abatement of Nuisances on Property Used for
Controlled Dangerous Substance Offenses.
This bill specifies the persons against whom an action may be brought to abate a
nuisance on property used for controlled dangerous substance offenses and clarifies
that a plaintiff is entitled to equitable relief in an action to abate a drug-related
nuisance whether or not an adequate remedy exists at law. The bill also authorizes a
court, if a tenant fails to comply with an order to abate a drug-related nuisance, to
order restitution of possession of the property to the operator of the property. Senate Bill 674, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
