SECTION 6. AND BE IT FURTHER ENACTED, That, except as provided in
Sections 4 and 5 of this Act, this Act shall take effect July 1, 2005. Section 3 of this Act
shall remain effective for a period of 1 year and 6 months and, at the end of December
31, 2006, with no further action required by the General Assembly, Section 3 of this
Act shall be abrogated and of no further force and effect.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 811 - Criminal Law - Extortion by Government Officer or Employee
- Persons Subject to Offense.
This bill expands the category of officers or employees who are subject to specified
provisions relating to extortion and expands the category of employment from which
a person convicted of extortion is barred.
Senate Bill 386, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 811.

AN ACT concerning
Criminal Law - Extortion by Government Officer or Employee - Penalties
and Persons Subject to Offense
FOR the purpose of expanding the category of officers or employees who are subject to
certain provisions relating to extortion; altering certain penalties for extortion;
expanding the category of employment from which a person convicted of
extortion is barred; defining a certain term; and generally relating to extortion
by a government officer or employee.
