Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 545 - Massage Therapists - Certification and Registration -
Educational Qualifications.
This bill alters the qualifications for a certificate or registration to practice massage
therapy to include enrollment on or after March 1, 2004, in a school approved by the
State Board of Chiropractic Examiners at the time of enrollment and graduation from
that school by December 31, 2004.
Senate Bill 635, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 545.
Very truly yours,
Robert L. Ehrlich, Jr.
Governor
House Bill No. 545
AN ACT concerning
Massage Therapists - Certification and Registration - Out of State

FOR the purpose of altering the qualifications for a certificate or registration to
practice massage therapy to include certain hours of education completed at
certain institutions enrollment and graduation from certain schools on or before
a certain date; and generally relating to the certification and registration of
massage therapists.
