H.B. 361 VETOES
WHEREAS, The Committee found that time constraints did not allow a
thorough review of each subject in Executive Order 01.01.2003.08; and WHEREAS, The Committee recommended in its final report that the State
continue the Committee's comprehensive evaluation of the State's water resources,
and report the evaluations at regular intervals to ensure consistency with changing
demographics and resource conditions; now, therefore, SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That: (a)     There is an Advisory Committee on the Management and Protection of the
State's Water Resources. (b)     The Committee shall consist of up to 21 members who, to the extent
possible, shall be the same members who served on the committee established by
Executive Order 01.01.2003.08, including: (1)     One member of the House of Delegates, appointed by the Speaker of
the House; (2)     One member of the Senate of Maryland, appointed by the President
of the Senate; (3)     The Secretary of the Environment, or the Secretary's designee; (4)     The Secretary of Health and Mental Hygiene, or the Secretary's
designee; (5)     The Secretary of Agriculture, or the Secretary's designee; (6)     The Secretary of Natural Resources, or the Secretary's designee; and (7)     The Secretary of Planning, or the Secretary's designee; and (8)     Up to 14 members, appointed jointly by the President of the Senate
and the Speaker of the House, including representatives of county and municipal
government, environmental interest organizations, the agricultural and business
communities, research institutions, and other individuals from the general public
with relevant interest or expertise. (c)      The President of the Senate and the Speaker of the House jointly shall
appoint the chair from among the members of the Committee; (d)     The Committee shall continue the comprehensive evaluation of the State's
water resources begun by the committee established by Executive Order
01.01.2003.08, and shall perform the duties required under Executive Order
01.01.2003.08, including
: (1) Review the latest information from State, local, and federal agencies
concerning assessments of the management and protection of the quality and
quantity of the State's ground and surface water resources; - 4056 -
