H.B. 272 VETOES
DEFENDING THE PROCEEDING WAS IN BAD FAITH OR THE INSURER ACTED
WILLFULLY IN THE ABSENCE OF A BONA FIDE DISPUTE.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2005.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 272 - Municipal Corporations - Special Taxing Districts - Public
Safety.
This bill authorizes municipal corporations in the State to create within their
respective corporate limits special taxing districts for the purpose of financing
specified capital and operating costs to enhance police and fire protection and rescue
services; etc.
Senate Bill 2, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 272.

AN ACT concerning
Municipal Corporations - Special Taxing Districts for Police and Fire
Protection - Public Safety
FOR the purpose of authorizing municipal corporations in the State to create within
their respective corporate limits special taxing districts for the purpose of
financing certain capital and operating costs to enhance police and fire
protection in certain areas;, fire protection, and rescue services; authorizing
municipal corporations to fix, impose, and collect certain taxes and issue bonds
or other obligations for certain purposes; and generally relating to authorization
for municipal corporations in the State to create special taxing districts for
certain purposes.
